The President of the CNR, Luigi Nicolais, has signed the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities officially adhering to the principles of open access to publicly funded scientific literature.

With the signing of the Berlin Declaration CNR formally undertakes to apply and uphold the principles laid down by the European Charter for the free movement of knowledge.

The CNR is committed to cooperating with some of the key players in the national and international R & D system to develop open access support strategies and policies, including, for example, the development of cooperative systems of institutional and disciplinary OA repositories (Green Road) and the development of "new" economic models for open access publishing (Gold Road).

In this context, the Central Library collaborates with other institutions to cooperate in the development of Open Access initiatives aimed at the realization of OA information and documentary strategies, tools and services; For example, participates in the activities of the national task force MeDOAnet (Mediterranean Open Access Network).

In the CNR area, the Library collaborates with other structures of the Institution to the realization and management of OA repositories and the implementation of the CNR-SOLAR repository.
